Any country can swear out a warrant, it is up to the country of that indicted to honnor or not honnor the extridition within the framework of any signed extradition treaties.
If extradition is not granted, the only LEGAL recourse is to bide your time until they travel outside their country and are picked up abroad under an Interpol red notice.
However, you have completely ignored my point, and who issued the original warrant, who raised the bounty, etc. Has nothing to do with the risks of violating a countries Sovereignty to enfore your laws and penalties outside your baords. Turn abot is fair play, so if (take your pick of countries), start kidnapping people off the streats of the US, forceably extraditing them back to who knows where, as long as there is a piece of paper somewhere, and there was some dubious process followed..
