I understood the report to mean that Anna's has reduced the
quality of its skimmed copies to 160 or 75 based on its
assessment on popularity. It doesn't sound like Anna's has or
is offering the 320kbs or higher versions at all.

Tho I'm kinda shit scared to try to download even part of this for
curiosity. You bet Spotify have people watching every torrent tracker
out there for IPs. I once got a warning from Verizon for downloading
something from some obscure band. I wanted to hear a couple of tracks
before I pumped out for the album. This was before organized streaming
stuff. Decided not to in the end :)
Yes, I could get a VPN but I am not sure it's worth paying for just for
