'guestimated' billing for each HUB system my Bulletin Board calls
during the course of normal operations.  The program will use
default values for daytime, evening and nightime telephone rates
or read a file (hubname.RAT) that contains the rates if it is
present and has a built-in 'fudge factor' to allow for modem
handshaking time.  The number of calls and cost are summarized at
the end of the output (hubname.USE) along with the average call 
duration and cost being reported.
